A bill for an act
relating to higher education; appropriating money to support and reward
innovations promoting excellence, efficiency, and the removal of barriers.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. APPROPRIATION.

$10,000,000 is appropriated from the general fund to the Board of Trustees of the
Minnesota State Colleges and Universities for the fiscal biennium ending June 30, 2009.
This appropriation must be used for supporting and rewarding institutions, administrators,
faculty, and staff for innovations that promote excellence or efficiency or for removing
barriers, so that the system may more efficiently and effectively deliver its educational
product and be responsive to the changing student population.
