  1.1                          A bill for an act
  1.2             proposing an amendment to the Minnesota Constitution; 
  1.3             adding a section to Article IV; requiring a 
  1.4             three-fifths vote for increases in taxes on income or 
  1.5             sales. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution, adding a 
  1.9   section to article IV, is proposed to the people.  If the 
  1.10  amendment is adopted, the section will read: 
  1.11     Sec. 27.  Passage of a law that increases the rate of a tax 
  1.12  on income or sales requires the vote of three-fifths of the 
  1.13  members of each house of the legislature. 
  1.14     Sec. 2.  [QUESTION.] 
  1.15     The amendment shall be submitted to the people at the 1998 
  1.16  general election.  The question proposed shall be: 
  1.17     "Shall the Minnesota Constitution be amended to provide 
  1.18  that increases in taxes on income or sales require the vote of 
  1.19  three-fifths of the members of each house of the legislature? 
  1.20                                     Yes .......
  1.21                                     No ........"
