  1.1                          A bill for an act 
  1.2             relating to human services; authorizing the transition 
  1.3             in the compulsive gambling program from treatment 
  1.4             centers to individual providers; establishing 
  1.5             standards for treatments and qualifications for 
  1.6             providers for the compulsive gambling treatment 
  1.7             program; appropriating money; amending Minnesota 
  1.8             Statutes 1996, section 245.98, by adding a subdivision.
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1996, section 245.98, is 
  1.11  amended by adding a subdivision to read: 
  1.12     Subd. 5.  [STANDARDS.] The commissioner shall create 
  1.13  standards for treatment and provider qualifications for the 
  1.14  treatment component of the compulsive gambling program. 
  1.15     Sec. 2.  [TRANSITION FOR THE COMPULSIVE GAMBLING TREATMENT 
  1.16  PROGRAM.] 
  1.17     The commissioner of human services shall conduct a 
  1.18  transition of treatment programs for compulsive gambling from 
  1.19  the treatment center model to a model in which reimbursement for 
  1.20  treatment of an individual compulsive gambler from an approved 
  1.21  provider is on a fee-for-service basis on the following schedule:
  1.22     (1) one-third of compulsive gamblers treated through the 
  1.23  program must receive services paid for from the individual 
  1.24  treatment reimbursement model beginning July 1, 1997; 
  1.25     (2) two-thirds of compulsive gamblers treated through the 
  1.26  program must receive services paid for from the individual 
  1.27  treatment reimbursement model beginning July 1, 1998; and 
  2.1      (3) 100 percent of compulsive gamblers treated through the 
  2.2   program must receive treatment paid for from the individual 
  2.3   treatment reimbursement model beginning July 1, 1999. 
  2.4      Sec. 3.  [APPROPRIATION.] 
  2.5      $2,082,000 is appropriated in 1998 and $2,082,000 in 1999 
  2.6   for the operation of the compulsive gambling program and for the 
  2.7   continuation of the pilot project funded in Laws 1996, chapter 
  2.8   451, article 1, section 2.  
  2.9      For fiscal year beginning July 1, 1997, and for fiscal year 
  2.10  beginning July 1, 1998, the state lottery shall deposit 
  2.11  $2,082,000 in the general fund for use by the commissioner of 
  2.12  human services to pay for compulsive gambling services.  This 
  2.13  amount shall be reduced by any amount transferred for this 
  2.14  purpose in any other legislation.
