A bill for an act
relating to higher education; requiring an assessment of the effectiveness of the
Minnesota State Colleges and Universities in meeting the needs of adult learners;
requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ADULT LEARNER ASSESSMENTS.

new text begin The Board of Trustees of the Minnesota State Colleges
and Universities shall administer at each institution the Adult Learner 360 assessment from
the Council for Adult and Experiential Learning to evaluate success in meeting the needs
of adult learners.

new text begin By January 15, 2021, the Board of Trustees shall report to the chairs
and ranking members of the legislative committees with jurisdiction over higher education
on the results of the assessments, including for each institution:

new text begin (1) strengths identified by the assessment and institutional efforts to build on those
strengths;
new text end

new text begin (2) challenges identified by the assessment and specific strategies to address those
challenges;
new text end

new text begin (3) disconnects between the institution and its adult learners identified by the assessment
and specific strategies to address these disconnects; and
new text end

new text begin (4) how the institution compares to other institutions serving adult learners.

Sec. 2. new text begin APPROPRIATION.

new text begin $200,000 in fiscal year 2020 is appropriated from the general fund to the Board of
Trustees of the Minnesota State Colleges and Universities for the assessments in section 1.
