  1.1                          A bill for an act 
  1.2             relating to education funding; restoring minimum 
  1.3             funding for secondary vocational programming; 
  1.4             appropriating money; amending Minnesota Statutes 1998, 
  1.5             section 124D.453, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 124D.453, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [SECONDARY VOCATIONAL AID.] (a) A district's 
  1.10  secondary vocational education aid for a fiscal year equals the 
  1.11  lesser greater of: 
  1.12     (a) (1) $80 times the district's average daily membership 
  1.13  in grades 10 to 12; or 
  1.14     (b) (2) 25 percent of approved expenditures for the 
  1.15  following: 
  1.16     (1) (i) salaries paid to essential, licensed personnel 
  1.17  providing direct instructional services to students in that 
  1.18  fiscal year for services rendered in the district's approved 
  1.19  secondary vocational education programs; 
  1.20     (2) (ii) contracted services provided by a public or 
  1.21  private agency other than a Minnesota school district or 
  1.22  cooperative center under subdivision 7; 
  1.23     (3) (iii) necessary travel between instructional sites by 
  1.24  licensed secondary vocational education personnel; 
  1.25     (4) (iv) necessary travel by licensed secondary vocational 
  2.1   education personnel for vocational student organization 
  2.2   activities held within the state for instructional purposes; 
  2.3      (5) (v) curriculum development activities that are part of 
  2.4   a five-year plan for improvement based on program assessment; 
  2.5      (6) (vi) necessary travel by licensed secondary vocational 
  2.6   education personnel for noncollegiate credit bearing 
  2.7   professional development; and 
  2.8      (7) (vii) specialized vocational instructional supplies; or 
  2.9      (3) $22,500. 
  2.10     (c) (b) Up to ten percent of a district's secondary 
  2.11  vocational aid may be spent on equipment purchases.  Districts 
  2.12  using secondary vocational aid for equipment purchases must 
  2.13  report to the department on the improved learning opportunities 
  2.14  for students that result from the investment in equipment.  
  2.15     Sec. 2.  [APPROPRIATIONS.] 
  2.16     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.17  LEARNING.] The sums indicated in this section are appropriated 
  2.18  from the general fund to the commissioner of children, families, 
  2.19  and learning for the fiscal years designated. 
  2.20     Subd. 2.  [SECONDARY VOCATIONAL AID.] For secondary 
  2.21  vocational aid:

  2.24     Sec. 3.  [EFFECTIVE DATE.] 
  2.25     Sections 1 and 2 are effective for revenue for fiscal years 
  2.26  2000 and later.
