  1.1                          A bill for an act 
  1.2             relating to employment; requiring certain 
  1.3             qualifications for rehabilitation counselors; 
  1.4             requiring a study; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 43A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [43A.49] [REHABILITATION COUNSELORS.] 
  1.8      Notwithstanding any other law to the contrary, a 
  1.9   rehabilitation counselor employed by the state at any level must:
  1.10     (1) have earned a master's degree in a rehabilitation 
  1.11  program accredited by the Commission on Rehabilitation 
  1.12  Education; 
  1.13     (2) have earned a master's degree in counseling psychology, 
  1.14  social work, or a related field; or 
  1.15     (3) have earned a bachelor's degree in rehabilitation, 
  1.16  counseling psychology, social work, or a related field and be 
  1.17  certified as a rehabilitation counselor by the Commission on 
  1.18  Rehabilitation Counselor Certification. 
  1.19     Sec. 2.  [STUDY.] 
  1.20     The department of human services shall conduct a study 
  1.21  evaluating the deployment, job tasks, and career ladders of 
  1.22  senior rehabilitation counselors in state-operated services and 
  1.23  state sex offender programs, formerly known as regional 
  1.24  treatment centers, and report to the senate and house of 
  1.25  representatives committees with jurisdiction over human services 
  2.1   by January 1, 2002.  
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective January 1, 2002.
