A bill for an act
relating to education finance; authorizing revenue to offset payments or pupil
weight reductions related to student participation in postsecondary enrollment
options; amending Minnesota Statutes 2012, section 124D.09, by adding
subdivisions.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 124D.09, is amended by adding a
subdivision to read:

new text begin Postsecondary enrollment options replacement revenue. new text end

new text begin (a) A school
district with fewer than 3,000 resident marginal cost pupil units, in which more than 20
percent of students in grades 11 and 12 are enrolled in a postsecondary course under this
section, is eligible for postsecondary enrollment options replacement revenue equal to the
sum of the amounts determined under paragraphs (b) and (c).

new text begin (b) Payments made under subdivision 16 by the district to eligible institutions for
credits earned by pupils in grade 11 or 12 in the fiscal year ending in the year the levy is
certified.

new text begin (c) The product of:

new text begin (1) the formula allowance for the fiscal year ending in the year the levy is certified
minus $415;
new text end

new text begin (2) 1.3; and
new text end

new text begin (3) 1.00 minus the average daily membership calculated for postsecondary
enrollment options pupils in grade 11 or 12 under section 126C.05, subdivision 13, for the
fiscal year ending in the year the levy is certified.

new text begin This section is effective for revenue beginning in fiscal year
2015.

Sec. 2.

Minnesota Statutes 2012, section 124D.09, is amended by adding a subdivision
to read:

new text begin Postsecondary enrollment options replacement levy. new text end

new text begin To obtain
postsecondary enrollment options replacement revenue for fiscal year 2015 and later, a
district may levy an amount not more than the product of its postsecondary enrollment
options replacement revenue for the fiscal year times the lesser of one or the ratio of
its adjusted net tax capacity per resident marginal cost pupil unit to the postsecondary
enrollment options replacement equalizing factor. The postsecondary enrollment options
replacement equalizing factor equals $7,852.

Sec. 3.

Minnesota Statutes 2012, section 124D.09, is amended by adding a subdivision
