  1.1                          A bill for an act 
  1.2             relating to education; authorizing grants for 
  1.3             collaborative urban educator recruitment and training 
  1.4             programs; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [COLLABORATIVE URBAN EDUCATOR RECRUITMENT AND 
  1.7   TRAINING PROGRAMS.] 
  1.8      The following sums are appropriated from the general fund 
  1.9   to the commissioner of children, families, and learning in the 
  1.10  fiscal years designated for grants to collaborative urban 
  1.11  educator recruitment and training programs: 
  1.12       $1,300,000     .....     2004
  1.13       $1,300,000     .....     2005
  1.14     $500,000 each year is for the Southeast Asian teacher 
  1.15  program at Concordia University, St. Paul; $400,000 each year is 
  1.16  for the collaborative urban educator program at the University 
  1.17  of St. Thomas; and $400,000 each year is for the center for 
  1.18  excellence in urban teaching at Hamline University.  Grant 
  1.19  recipients must collaborate with urban and nonurban school 
  1.20  districts. 
  1.21     Any balance in the first year does not cancel but is 
  1.22  available in the second year. 
  1.23     [EFFECTIVE DATE.] This section is effective July 1, 2003.
