  1.1                          A bill for an act 
  1.2             relating to education; providing for certificates for 
  1.3             adults who satisfactorily complete English as a second 
  1.4             language instruction; amending Minnesota Statutes 
  1.5             2002, section 124D.52, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 124D.52, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 6a.  [ENGLISH AS A SECOND LANGUAGE CERTIFICATE.] (a) 
  1.10  The commissioner shall develop and issue a certificate to an 
  1.11  adult who has satisfactorily completed English as a second 
  1.12  language instruction affiliated with an approved adult basic 
  1.13  education program under this section and who demonstrates 
  1.14  competency in the English language. 
  1.15     (b) The commissioner shall consult with the Minnesota 
  1.16  association for continuing adult education and the Minnesota 
  1.17  teachers of English to speakers of other languages for the 
  1.18  purposes of paragraph (a).
