  1.6      Section 1.  [REPEALER.] 
  1.7      Laws 1995, chapter 77, section 3, is repealed. 
  1.8      Sec. 2.  [EFFECTIVE DATE.] 
  1.9      Section 1 is effective the day following final enactment.
