  1.1                          A bill for an act 
  1.2             relating to information policy; establishing a 
  1.3             legislative task force to make recommendations on 
  1.4             information policy issues; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [INFORMATION POLICY TASK FORCE.] 
  1.7      Subdivision 1.  [CREATION.] An information policy 
  1.8   legislative task force is created to study and make 
  1.9   recommendations regarding Minnesota law on public information 
  1.10  policy, including government data practices and information 
  1.11  technology issues.  The task force consists of three members of 
  1.12  the senate appointed by the subcommittee on committees and three 
  1.13  members of the house of representatives appointed by the speaker 
  1.14  of the house.  At least one member from each body must be a 
  1.15  member of the majority party and at least one member from each 
  1.16  body must be a member of the minority party. 
  1.17     Subd. 2.  [DUTIES; REPORT.] The task force shall study: 
  1.18     (1) the content and organization of government data 
  1.19  practices statutes in Minnesota Statutes, chapter 13, and 
  1.20  related statutes dealing with access to government data, fair 
  1.21  information practices, and privacy; 
  1.22     (2) issues related to surveillance and other forms of 
  1.23  information technology, including the impact of technology on 
  1.24  data practices and privacy; 
  1.25     (3) procedures and structures for developing and 
  2.1   implementing a coherent and coordinated approach to public 
  2.2   information policy; 
  2.3      (4) approaches to information policy in other states and 
  2.4   foreign jurisdictions; and 
  2.5      (5) other information policy issues identified by the task 
  2.6   force. 
  2.7      The task force shall report its findings and 
  2.8   recommendations, including any proposed legislation, to the 
  2.9   legislature by January 15, 1999. 
  2.10     Subd. 3.  [EXPIRATION.] The task force expires upon 
  2.11  submission of its final report to the legislature under 
  2.12  subdivision 2. 
  2.13     Sec. 2.  [APPROPRIATION.] 
  2.14     $....... is appropriated from the general fund to the 
  2.15  legislative coordinating commission for expenses of the task 
  2.16  force under section 1.
