1.1 A bill for an act 1.2 relating to education; encouraging retired teachers to 1.3 serve as short-call substitute teachers; amending 1.4 Minnesota Statutes 2002, section 122A.18, subdivision 1.5 7a. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Minnesota Statutes 2002, section 122A.18, 1.8 subdivision 7a, is amended to read: 1.9 Subd. 7a. [PERMISSION TO SUBSTITUTE TEACH.] (a) The board 1.10 of teaching may allow a person who is enrolled in and making 1.11 satisfactory progress in a board-approved teacher program and 1.12 who has successfully completed student teaching to be employed 1.13 as a short-call substitute teacher. 1.14 (b) The board of teaching shall issue a lifetime limited 1.15 short-call substitute teaching license to a person who: 1.16 (1) is receiving a retirement annuity from the teachers 1.17 retirement association, the Minneapolis teachers retirement fund 1.18 association, the St. Paul teachers retirement fund association, 1.19 or the Duluth teachers retirement fund association; and 1.20 (2) holds a continuing five-year teaching license that 1.21 expires and applies to the board for a license under this 1.22 paragraph within 180 days of the date on which the person's 1.23 license expires. A person who holds a lifetime limited 1.24 short-call substitute teaching license is not required to 1.25 complete continuing education clock hours. A person who holds a 2.1 lifetime limited short-call substitute teaching license may 2.2 reapply to the board for a continuing five-year teaching license 2.3 and, after receiving the license, has a period of one school 2.4 year before the person again must complete continuing education 2.5 clock hours. The board may issue a lifetime limited short-call 2.6 substitute teaching license to a person who holds an 2.7 out-of-state teaching license and receives an annuity as a 2.8 result of the person's teaching experience or who taught at 2.9 least three school years in an accredited nonpublic school in 2.10 Minnesota and receives an annuity as a result of the person's 2.11 teaching experience. 2.12 [EFFECTIVE DATE.] This section is effective for the 2.13 2003-2004 school year and later.
