relating to natural resources; appropriating money for
state and local trails; authorizing the sale of state
bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. new text begin STATE AND LOCAL TRAILS APPROPRIATIONS.

Accelerated state trail
development.

new text begin
$9,460,000 is appropriated from the bond proceeds
fund to the commissioner of natural resources for accelerated
state trail development. Of this amount:

(1) $2,500,000 is for acquisition and development of the
Goodhue Pioneer Trail;
new text end
new text begin
(2) $2,500,000 is for development of the Gitchi-Gami Trail;
new text end
new text begin
(3) $1,300,000 is for development of the Glacial Lakes
Trail;
new text end
new text begin
(4) $1,700,000 is for acquisition and development of the
Blazing Star Trail;
new text end
new text begin
(5) $800,000 is for acquisition and development of the
Shooting Star Trail; and
new text end
new text begin
(6) $660,000 is for the construction of a trail bridge over
Manning Avenue for the Gateway Trail.

$6,500,000 is
appropriated from the bond proceeds fund to the commissioner of
natural resources for state trail extensions. Of this amount:

(1) $2,000,000 is for crossing and bridge development on
the Paul Bunyan Trail;

(2) $4,000,000 is for development of the Blufflands Trail
system; and
new text end

(3) $500,000 is for acquisition and preliminary development
of the Gateway Trail.

$3,900,000 is
appropriated from the bond proceeds fund to the commissioner of
natural resources for state trail rehabilitation. Of this
amount:

(1) $900,000 is for rehabilitation and widening of the
Willard Munger Trail;

(2) $700,000 is for redevelopment and widening of the
Douglas Trail;

(3) $1,000,000 is for rehabilitation and repair of the
Heartland Trail;

(4) $400,000 is for rehabilitation of the Paul Bunyan
Trail;

new text begin
(5) $500,000 is for rehabilitation of the Luce Line Trail;
and

(6) $400,000 is for widening of the Gateway Trail.

from the bond proceeds fund to the commissioner of natural
resources for state trail design, acquisition, and development.
Of this amount:

(2) $500,000 is for design and acquisition of the Casey
Jones Trail;

(3) $800,000 is for acquisition and development of the
Cuyuna Lakes Trail; and

(4) $1,000,000 is for acquisition and development of the
Minnesota River Trail.

$6,000,000 is appropriated
from the bond proceeds fund to the commissioner of natural
resources for local trail grants. Of this amount:

(1) $3,000,000 is for matching trail connection grants
under Minnesota Statutes, section 85.019, subdivision 4c; and

(2) $3,000,000 is for matching regional trail grants under
Minnesota Statutes, section 85.019, subdivision 4b.

Sec. 2. new text begin BOND SALE.
new text end
new text begin
To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue
bonds of the state in an amount up to $29,660,000 in the manner,
upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
