relating to natural resources; appropriating money for
state and local trails; authorizing the sale of state
bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STATE AND LOCAL TRAILS APPROPRIATIONS.

new text begin Accelerated state trail
development.
new text end

new text begin $9,460,000 is appropriated from the bond proceeds
fund to the commissioner of natural resources for accelerated
state trail development. Of this amount:

new text begin (1) $2,500,000 is for acquisition and development of the
Goodhue Pioneer Trail;
new text end

new text begin (2) $2,500,000 is for development of the Gitchi-Gami Trail;
new text end

new text begin (3) $1,300,000 is for development of the Glacial Lakes
Trail;
new text end

new text begin (4) $1,700,000 is for acquisition and development of the
Blazing Star Trail;
new text end

new text begin (5) $800,000 is for acquisition and development of the
Shooting Star Trail; and
new text end

new text begin (6) $660,000 is for the construction of a trail bridge over
Manning Avenue for the Gateway Trail.

appropriated from the bond proceeds fund to the commissioner of
natural resources for state trail extensions. Of this amount:

the Paul Bunyan Trail;

new text begin (2) $4,000,000 is for development of the Blufflands Trail
system; and

new text begin (3) $500,000 is for acquisition and preliminary development
of the Gateway Trail.

appropriated from the bond proceeds fund to the commissioner of
natural resources for state trail rehabilitation. Of this

Willard Munger Trail;

Douglas Trail;

Jones Trail;

new text begin $6,000,000 is appropriated
from the bond proceeds fund to the commissioner of natural
resources for local trail grants. Of this amount:

new text begin (1) $3,000,000 is for matching trail connection grants
under Minnesota Statutes, section 85.019, subdivision 4c; and

new text begin (2) $3,000,000 is for matching regional trail grants under
Minnesota Statutes, section 85.019, subdivision 4b.

Sec. 2. new text begin BOND SALE.
new text end

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue
bonds of the state in an amount up to $29,660,000 in the manner,
upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
