A bill for an act
relating to capital investment; appropriating money for a safe pedestrian crossing
over Highway 212 in Norwood-Young America; authorizing the sale and
issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $2,000,000 is appropriated from the bond proceeds
fund to the commissioner of transportation for a Safe Routes to School grant under
Minnesota Statutes, section 174.40, to the city of Norwood-Young America for acquisition
of right-of-way and easements, and for design and construction of a pedestrian bridge and
related public infrastructure, including a ramp, sidewalk, and connection to an existing
city trail, to provide a safe crossing for school children and other pedestrians over marked
Trunk Highway 212, at Morse Street, in the city of Norwood-Young America.

new text begin Notwithstanding Minnesota Statutes, section 16A.86, subdivision 4, or any other
law to the contrary, this appropriation does not require a nonstate match.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $2,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
