  1.1                          A bill for an act
  1.2             relating to agriculture; extending the sunset date for 
  1.3             the farmer-lender mediation act; providing for a study 
  1.4             of expansion of the mediation program; amending Laws 
  1.5             1986, chapter 398, article 1, section 18, as amended. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1986, chapter 398, article 1, section 18, 
  1.8   as amended by Laws 1987, chapter 292, section 37; Laws 1989, 
  1.9   chapter 350, article 16, section 8; Laws 1990, chapter 525, 
  1.10  section 1; Laws 1991, chapter 208, section 2; and Laws 1993, 
  1.11  First Special Session chapter 2, article 6, section 2, is 
  1.12  amended to read: 
  1.13     Sec. 18.  [REPEALER.] 
  1.14     Sections 1 to 17 and Minnesota Statutes, section 336.9-501, 
  1.15  subsections (6) and (7), and sections 583.284, 583.285, 583.286, 
  1.16  and 583.305, are repealed on July 1, 1995 1997. 
  1.17     Sec. 2.  [STUDY; REPORT.] 
  1.18     The extension service shall conduct a study on whether the 
  1.19  state should eliminate or continue the state mediation program 
  1.20  or expand the program to include some or all of the additional 
  1.21  issues eligible for mediation as provided by the Federal Crop 
  1.22  Insurance Reform and Department of Agriculture Reorganization 
  1.23  Act of 1994, Public Law Number 103-354, section 282.  The 
  1.24  extension service shall, after receiving testimony from all 
  1.25  interested parties, report to the agriculture policy committees 
  2.1   of the senate and the house of representatives all its findings 
  2.2   not later than January 31, 1996.  The report shall include an 
  2.3   estimate of the annual cost of the state mediation program if 
  2.4   additional issues are made eligible for mediation. 
  2.5      Sec. 3.  [EFFECTIVE DATE.] 
  2.6      This act is effective the day following final enactment.
