  1.1                          A bill for an act 
  1.2             relating to health; modifying provisions relating to 
  1.3             emergency services workers; amending Minnesota 
  1.4             Statutes 1994, section 144.804, subdivision 1. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 144.804, 
  1.7   subdivision 1, is amended to read: 
  1.8      Subdivision 1.  [DRIVERS AND ATTENDANTS.] No publicly or 
  1.9   privately owned basic ambulance service shall be operated in the 
  1.10  state unless its drivers and attendants possess a current 
  1.11  emergency care course certificate authorized by rules adopted by 
  1.12  the commissioner of health according to chapter 14.  Until 
  1.13  August 1, 1994 1997, a licensee may substitute a person 
  1.14  currently certified by the American Red Cross in advanced first 
  1.15  aid and emergency care or a person who has successfully 
  1.16  completed the United States Department of Transportation first 
  1.17  responder curriculum, and who has also been trained to use basic 
  1.18  life support equipment as required by rules adopted by the 
  1.19  commissioner under section 144.804, subdivision 3, for one of 
  1.20  the persons on a basic ambulance, provided that person will 
  1.21  function as the driver while transporting a patient.  The 
  1.22  commissioner may grant a variance to allow a licensed ambulance 
  1.23  service to use attendants certified by the American Red Cross in 
  1.24  advanced first aid and emergency care and, until August 1, 1997, 
  1.25  to use attendants who have successfully completed the United 
  2.1   States Department of Transportation first responder curriculum, 
  2.2   and who have been trained to use basic life support equipment as 
  2.3   required by rules adopted by the commissioner under subdivision 
  2.4   3, in order to ensure 24-hour emergency ambulance coverage.  The 
  2.5   commissioner shall study the roles and responsibilities of first 
  2.6   responder units and report the findings by January 1, 1991.  
  2.7   This study shall address at a minimum:  
  2.8      (1) education and training; 
  2.9      (2) appropriate equipment and its use; 
  2.10     (3) medical direction and supervision; and 
  2.11     (4) supervisory and regulatory requirements.
