1.1 A bill for an act 1.2 proposing an amendment to the Minnesota Constitution, 1.3 article IV, section 21; prohibiting passage of bills 1.4 on the last day the legislature meets in regular 1.5 session each year. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. [CONSTITUTIONAL AMENDMENT.] 1.8 An amendment to the Minnesota Constitution, article IV, 1.9 section 21, is proposed to the people. 1.10 If the amendment is adopted, the section will read: 1.11 Sec. 21. No bill shall be passed by either houseuponon 1.12 the last dayprescribed for adjournmentthe legislature meets in 1.13 regular session in any year. This sectionshalldoes not 1.14 preclude the enrollment of a bill or its transmittal from one 1.15 house to the other or to the executive forhissignature nor 1.16 does it bar an override of a veto. 1.17 Sec. 2. [SUBMISSION TO VOTERS.] 1.18 The proposed amendment must be submitted to the people at 1.19 the 2004 general election. The question submitted must be: 1.20 "Shall the Minnesota Constitution be amended to prohibit 1.21 passing bills on the last day the legislature meets in a regular 1.22 session in odd-numbered years, consistent with the prohibition 1.23 for even-numbered years, and to clarify that this prohibition 1.24 does not apply to override of a governor's veto? 1.25 Yes ....... 2.1 No ........"
