  1.1                          A bill for an act 
  1.2             relating to local government; establishing a multicity 
  1.3             housing authority including the cities of Arden Hills, 
  1.4             Blaine, Circle Pines, Mounds View, New Brighton, 
  1.5             Roseville, and Shoreview. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MULTICITY HOUSING AND REDEVELOPMENT 
  1.8   AUTHORITY.] 
  1.9      Subdivision 1.  [ESTABLISHED.] A multicity authority is 
  1.10  established that includes the cities of Arden Hills, Blaine, 
  1.11  Circle Pines, Mounds View, New Brighton, Roseville, and 
  1.12  Shoreview, to be known as the housing and redevelopment 
  1.13  authority in and for the "I-35W Corridor Coalition." 
  1.14     Subd. 2.  [PURPOSES.] In addition to the purposes set forth 
  1.15  in Minnesota Statutes, sections 469.001 to 469.047, the purposes 
  1.16  of the authority are: 
  1.17     (1) to assist homeowners with flexible financing tools to 
  1.18  complete home improvement projects; 
  1.19     (2) to assist owners through the complex construction 
  1.20  process when renovating their homes; 
  1.21     (3) to assist individuals and families to become new 
  1.22  homeowners; 
  1.23     (4) to reduce the number of substandard housing units; and 
  1.24     (5) to keep the community's housing stock usable for future 
  1.25  generations. 
  2.1      Sec. 2.  [DEFINITIONS.] 
  2.2      Subdivision 1.  [GENERALLY.] For the purposes of this act, 
  2.3   the terms defined in Minnesota Statutes, sections 469.001 to 
  2.4   469.047, have the meanings given to them.  In addition, the 
  2.5   terms defined in the rest of this section apply to this act 
  2.6   unless the context indicates a different meaning. 
  2.7      Subd. 2.  [AREA OF OPERATION.] "Area of operation" means 
  2.8   the area within the territorial boundaries of the seven cities. 
  2.9      Subd. 3.  [AUTHORITY.] "Authority" means the housing and 
  2.10  redevelopment authority in and for the I-35W Corridor Coalition. 
  2.11     Subd. 4.  [MULTICOUNTY AUTHORITY.] "Multicounty authority" 
  2.12  means the authority. 
  2.13     Subd. 5.  [STATE PUBLIC BODY.] "State public body" means 
  2.14  the authority. 
  2.15     Sec. 3.  [COMMISSIONERS.] 
  2.16     The authority consists of 14 commissioners who shall be the 
  2.17  mayor or acting mayor and the city manager, acting city manager, 
  2.18  city administrator, or acting city administrator of each city in 
  2.19  the authority.  The term of the mayor or acting mayor is 
  2.20  coterminous with the mayoral term of office.  In the case of the 
  2.21  city manager, acting city manager, city administrator, or acting 
  2.22  city administrator, the term is five years from the date of 
  2.23  appointment.  Each commissioner has one vote. 
  2.24     Sec. 4.  [LEVY AUTHORITY.] 
  2.25     Subject to the consent by resolution of the cities in and 
  2.26  for which a levy is created, the authority may levy a tax upon 
  2.27  all taxable property within its area of operation in accordance 
  2.28  with Minnesota Statutes, section 469.033, subdivision 6.  Any 
  2.29  tax levied under this section by the authority is not considered 
  2.30  to be in addition to any tax previously levied or to be levied 
  2.31  under Minnesota Statutes, section 469.033, subdivision 6.  A 
  2.32  levy by the authority under this section and a levy by any city 
  2.33  under Minnesota Statutes, section 469.033, subdivision 6, may 
  2.34  not together exceed the levy limits described therein.  The levy 
  2.35  is effective after the resolutions of consent have been adopted 
  2.36  by all the cities in the area of operation. 
  3.1      Sec. 5.  [APPROVAL OF EXISTING AUTHORITIES.] 
  3.2      All projects, redevelopment plans, or levies must be 
  3.3   approved by the cities in which they will be located, 
  3.4   implemented, or levied.  Approval of projects, redevelopment 
  3.5   plans, or levies is not required by the county in which the 
  3.6   affected city is located or by an existing housing and 
  3.7   redevelopment authority or economic development authority of the 
  3.8   affected city. 
  3.9      Sec. 6.  [APPLICATION OF OTHER LAWS.] 
  3.10     Provisions in Minnesota Statutes, sections 469.001 to 
  3.11  469.047, applicable to housing and redevelopment authorities 
  3.12  also apply to the housing and redevelopment authority in and for 
  3.13  the 1-35W Corridor Coalition subject to sections 1 to 6. 
  3.14     Sec. 7.  [SUNSET.] 
  3.15     Sections 1 to 6 expire on December 31, 2013. 
  3.16     Sec. 8.  [EFFECTIVE DATE.] 
  3.17     Sections 1 to 7 are effective for the cities of Arden 
  3.18  Hills, Blaine, Circle Pines, Mounds View, New Brighton, 
  3.19  Roseville, and Shoreview after the governing body and its chief 
  3.20  clerical officer of the last of those seven cities timely 
  3.21  complete their compliance with Minnesota Statutes, section 
  3.22  645.021, subdivisions 2 and 3.
