  1.1                             A resolution
  1.2             memorializing Congress to support H.R. 1842 and other 
  1.3             legislative initiatives to mitigate the economic 
  1.4             warfare among the states that has resulted from the 
  1.5             adoption of targeted business incentive programs. 
  1.6      WHEREAS, targeted business incentive programs have 
  1.7   proliferated into a counterproductive economic competition 
  1.8   between the states and now form the cornerstone of 
  1.9   state-sponsored "economic development" policies; and 
  1.10     WHEREAS, these programs fail to promote healthy and 
  1.11  equitable statewide economic growth and, in reality, result in 
  1.12  states engaging in counterproductive economic competition by 
  1.13  moving businesses from one location to another both within and 
  1.14  between states, with no significant economic benefit in the 
  1.15  aggregate; and 
  1.16     WHEREAS, America's future in the global economy depends on 
  1.17  the educational, industrial, technological, and research 
  1.18  capabilities throughout the entire 50 states; and 
  1.19     WHEREAS, elimination of wasteful programs can be achieved 
  1.20  through a combination of new state and federal policies; and 
  1.21     WHEREAS, states would be better off providing a less 
  1.22  burdensome tax climate for all businesses and a quality 
  1.23  educational system geared to providing an adequately trained and 
  1.24  ready work force, support for research and development, and a 
  1.25  quality transportation system, along with other high-quality 
  2.1   traditional government services; and 
  2.2      WHEREAS, efforts are currently under way in the Congress to 
  2.3   identify and eliminate federally funded programs that are used 
  2.4   by the states to escalate this counterproductive economic 
  2.5   competition; NOW, THEREFORE, 
  2.6      BE IT RESOLVED by the State of Minnesota that it strongly 
  2.7   urges the Minnesota Congressional delegation to embrace and 
  2.8   support efforts in Congress such as H.R. 1842 and other 
  2.9   legislative initiatives that will begin to mitigate this 
  2.10  economic warfare; and 
  2.11     BE IF FURTHER RESOLVED that the State of Minnesota strongly 
  2.12  urges the governors and other legislatures in the respective 
  2.13  states to promulgate this message; and 
  2.14     BE IT FURTHER RESOLVED that the Secretary of State of the 
  2.15  State of Minnesota is directed to prepare copies of this 
  2.16  memorial and transmit them to members of the Minnesota 
  2.17  Congressional delegation, to the President and Secretary of the 
  2.18  United States Senate, to the Speaker and Clerk of the House of 
  2.19  Representatives, and to the governors and the appropriate 
  2.20  officers of the legislatures of all the other states.
