  1.1                          A bill for an act 
  1.2             relating to education; providing an inflationary 
  1.3             increase in the general education basic formula 
  1.4             allowance; appropriating money; amending Minnesota 
  1.5             Statutes 1998, section 126C.10, subdivision 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 126C.10, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [BASIC REVENUE.] The basic revenue for each 
  1.10  district equals the formula allowance times the resident pupil 
  1.11  units for the school year.  The formula allowance for fiscal 
  1.12  year 1997 is $3,505.  The formula allowance for fiscal year 1998 
  1.13  is $3,581 and the formula allowance for fiscal year 1999 and 
  1.14  fiscal year 2000 is $3,530.  The formula allowance for fiscal 
  1.15  year 2000 is $3,618 and the formula allowance for 2001 and 
  1.16  subsequent fiscal years is $3,597 $3,776. 
  1.17     Sec. 2.  [POLICY AND PURPOSE.] 
  1.18     It is the intent of the 1999 legislature to provide an 
  1.19  inflationary increase in funding for Minnesota's public school 
  1.20  system.  Consistent with this intent, it is the goal of the 
  1.21  legislature to strengthen local control, reduce the disparity in 
  1.22  revenue among Minnesota's school districts, and enhance equity 
  1.23  in school funding by uniformly increasing the basic formula 
  1.24  allowance for all school districts. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Section 1 is effective for revenue for fiscal year 2000 and 
  2.2   later.
