  1.1                          A bill for an act 
  1.2             relating to early childhood and family education; 
  1.3             authorizing a grant to the city of Duluth for a 
  1.4             community recreation, service, and learning center; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [COMMUNITY RECREATION, SERVICE, AND LEARNING 
  1.8   CENTER; DULUTH.] 
  1.9      $622,000 is appropriated in fiscal year 2002 from the 
  1.10  general fund to the commissioner of children, families, and 
  1.11  learning for a grant to the city of Duluth for a community 
  1.12  recreation, service, and learning center to provide after school 
  1.13  youth enrichment, early childhood and Head Start programming, 
  1.14  latchkey, senior citizen programs, recreational activities, and 
  1.15  community education, among other programs.  The grant must be 
  1.16  used by the city of Duluth to develop the St. Louis River 
  1.17  community recreation, service, and learning center in 
  1.18  collaboration with the Duluth public schools, education and 
  1.19  youth service agencies, and other local organizations.  
  1.20     [EFFECTIVE DATE.] This section is effective July 1, 2001.
