  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for a grant to clean up contaminated lands; 
  1.4             authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONTAMINATED LAND CLEANUP APPROPRIATION.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $3,000,000 is appropriated 
  1.8   from the bond proceeds fund to the commissioner of trade and 
  1.9   economic development to make a grant to a city of the second 
  1.10  class to clean up contaminated land within an area in the city 
  1.11  that has been designated an economically depressed area by the 
  1.12  United States Department of Commerce.  The city must apply for 
  1.13  the grant by submitting an application containing the 
  1.14  information required by Minnesota Statutes, section 116J.553, 
  1.15  except that no local match is required.  The grant must be used 
  1.16  to pay cleanup costs as defined in Minnesota Statutes, section 
  1.17  116J.552, subdivision 2, for land that is publicly owned.  
  1.18     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.19  this act from the bond proceeds fund, the commissioner of 
  1.20  finance shall sell and issue bonds of the state in an amount up 
  1.21  to $3,000,000 in the manner, upon the terms, and with the effect 
  1.22  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.23  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     This act is effective the day following final enactment.
