1.1 A bill for an act 1.2 relating to human services; removing a sunset on 1.3 eligibility for certain services; appropriating money; 1.4 amending Laws 1997, chapter 203, article 9, section 1.5 21, as amended. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Laws 1997, chapter 203, article 9, section 21, 1.8 as amended by Laws 1998, chapter 407, article 6, section 111, is 1.9 amended to read: 1.10 Sec. 21. [INELIGIBILITY FOR STATE FUNDED PROGRAMSDEPOSITS 1.11 IN TANF RESERVE ACCOUNT.] 1.12(a) Beginning July 1, 2000, the following persons will be1.13ineligible for general assistance and general assistance medical1.14care under Minnesota Statutes, chapter 256D, group residential1.15housing under Minnesota Statutes, chapter 256I, and MFIP-S1.16assistance under Minnesota Statutes, chapter 256J, funded with1.17state money:1.18(1) persons who are terminated from or denied Supplemental1.19Security Income due to the 1996 changes in the federal law1.20making persons whose alcohol or drug addiction is a material1.21factor contributing to the person's disability ineligible for1.22Supplemental Security Income, and are eligible for general1.23assistance under Minnesota Statutes, section 256D.05,1.24subdivision 1, paragraph (a), clause (17), general assistance1.25medical care under Minnesota Statutes, chapter 256D, or group2.1residential housing under Minnesota Statutes, chapter 256I;2.2(2) legal noncitizens who are ineligible for Supplemental2.3Security Income due to the 1996 changes in federal law making2.4certain noncitizens ineligible for these programs due to their2.5noncitizen status; and2.6(3) legal noncitizens who are eligible for MFIP-S2.7assistance, either the cash assistance portion or the food2.8assistance portion, funded entirely with state money.2.9(b)State money that remains unspent due to changes in 2.10 federal law enacted after May 12, 1997, that reduce state 2.11 spending for legal noncitizens or for persons whose alcohol or 2.12 drug addiction is a material factor contributing to the person's 2.13 disability, or enacted after February 1, 1998, that reduce state 2.14 spending for food benefits for legal noncitizens shall not 2.15 cancel and shall be deposited in the TANF reserve account. 2.16 Sec. 2. [APPROPRIATION.] 2.17 $4,200,000 is appropriated from the general fund to the 2.18 commissioner of human services for the fiscal year beginning 2.19 July 1, 2000, for the purposes of section 1.
