A bill for an act
relating to state government; imposing a moratorium on new or increased state
agency fees.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin FEE MORATORIUM.

new text begin Notwithstanding any law to the contrary, during the biennium ending June 30,
2009, an agency in the executive branch of state government may not impose a new fee
or increase an existing fee. For purposes of this section, a fee is any charge for goods,
services, regulation, or licensure, but does not include:

new text begin (1) charges billed within or between executive agencies or billed to federal agencies;
or
new text end

new text begin (2) charges for goods and services provided for the direct and primary use of a
private individual, business, or other entity.
