  1.6      Section 1.  [REPEALER.] 
  1.7      Minnesota Statutes 1996, section 115A.9651, is repealed. 
  1.8      Sec. 2.  [EFFECTIVE DATE.] 
  1.9      Section 1 is effective on the day following final enactment.
