  1.1                          A bill for an act 
  1.2             relating to state government; department of 
  1.3             administration; requiring the design and construction 
  1.4             of memorials to Coya Knutson on the capitol grounds 
  1.5             and in the city of Oklee; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [COYA KNUTSON MEMORIALS.] 
  1.8      The commissioner of administration shall establish 
  1.9   memorials on the capitol grounds and in the city of Oklee 
  1.10  honoring Coya Knutson, who: 
  1.11     (1) served two terms in the Minnesota house of 
  1.12  representatives, representing Red Lake, Pennington, and 
  1.13  Clearwater counties; 
  1.14     (2) was elected to the United States House of 
  1.15  Representatives in 1954, becoming the first, and so far only, 
  1.16  woman elected from Minnesota to the United States Congress; 
  1.17     (3) was reelected to Congress in 1956; and 
  1.18     (4) died on October 10, 1996. 
  1.19     With respect to the memorial on the capitol grounds, the 
  1.20  commissioner, with the assistance and approval of the capitol 
  1.21  area architectural and planning board, shall select an 
  1.22  appropriate site, establish design criteria, choose a design, 
  1.23  and supervise construction.  With respect to the memorial in 
  1.24  Oklee, the commissioner shall request the governing body of the 
  1.25  city of Oklee to designate an appropriate site and, in 
  2.1   consultation with the governing body, establish design criteria, 
  2.2   choose a design, and supervise construction. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $500,000 is appropriated from the general fund to the 
  2.5   commissioner of administration for the purpose of implementing 
  2.6   section 1.
