  1.1                          A bill for an act 
  1.2             relating to the city of Columbia Heights; exempting a 
  1.3             tax increment financing district from the LGA/HACA 
  1.4             offset. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CITY OF COLUMBIA HEIGHTS; TAX INCREMENT 
  1.7   FINANCING DISTRICT; EXEMPTION.] 
  1.8      The Sheffield tax increment financing district, including 
  1.9   area added to its geographic area pursuant to Minnesota 
  1.10  Statutes, section 469.175, subdivision 4, is exempt from the 
  1.11  provisions of Minnesota Statutes, section 273.1399, provided 
  1.12  that at least five percent of the district costs are paid by the 
  1.13  city from its general fund, a property tax levy, or other 
  1.14  unrestricted money not including tax increments. 
  1.15     Sec. 2.  [EFFECTIVE DATE.] 
  1.16     This act is effective the day following final enactment, 
  1.17  upon approval by the governing body of the city of Columbia 
  1.18  Heights and compliance with Minnesota Statutes, section 645.021, 
  1.19  subdivision 3.
