  1.1                          A bill for an act 
  1.2             relating to the amateur sports commission; authorizing 
  1.3             grants for development of new soccer fields; 
  1.4             establishing criteria for grants; appropriating money; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 240A.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [240A.13] [SOCCER FIELD DEVELOPMENT.] 
  1.9      Subdivision 1.  [GRANTS.] The commission may make matching 
  1.10  grants to political subdivisions of the state to develop new 
  1.11  soccer fields for amateur athletics.  In awarding grants, the 
  1.12  commission shall give priority to proposals from multiple 
  1.13  applicants.  To the extent possible, over time, the commission 
  1.14  shall disperse grants equally among the state's congressional 
  1.15  districts. 
  1.16     Subd. 2.  [MATCHING CRITERIA.] Each grant for soccer field 
  1.17  development under this section must be matched by recipient 
  1.18  communities or institutions in accordance with this 
  1.19  subdivision.  A matching contribution may include an in-kind 
  1.20  contribution of land; access roadways and access roadway 
  1.21  improvements; and necessary utility services, landscaping, and 
  1.22  parking.  The first $20,000 of a grant must be matched equally 
  1.23  by the recipient.  The portion of a grant that is more than 
  1.24  $20,000 but not more than $75,000 must be matched by the 
  1.25  recipient at a rate double the amount of that portion of the 
  1.26  grant.  The portion of a grant that is more than $75,000 must be 
  2.1   matched by the recipient at a rate of three times the amount of 
  2.2   that portion of the grant. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $12,000,000 is appropriated from the general fund in fiscal 
  2.5   year 2002 to the Minnesota amateur sports commission for 
  2.6   purposes of making matching grants for soccer field development 
  2.7   as provided in section 1.
