  1.1                          A bill for an act 
  1.2             relating to education; appropriating money for 
  1.3             advanced placement and international baccalaureate 
  1.4             programs. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ADVANCED PLACEMENT AND INTERNATIONAL 
  1.7   BACCALAUREATE PROGRAMS.] 
  1.8      For the state advanced placement and international 
  1.9   baccalaureate programs: 
  1.10       $.......     .....     2000

  1.12     Notwithstanding Minnesota Statutes, section 120B.13, 
  1.13  subdivisions 1 and 2, $....... each year is for teachers to 
  1.14  attend subject matter summer training programs and follow-up 
  1.15  support workshops approved by the advanced placement or 
  1.16  international baccalaureate programs.  The amount of the subsidy 
  1.17  for each teacher attending an advanced placement or 
  1.18  international baccalaureate summer training program or workshop 
  1.19  shall be the same.  The commissioner shall determine the payment 
  1.20  process and the amount of the subsidy. 
  1.21     Notwithstanding Minnesota Statutes, section 120B.13, 
  1.22  subdivision 3, in each year to the extent of available 
  1.23  appropriations, the commissioner shall pay all examination fees 
  1.24  for all students sitting for an advanced placement examination, 
  1.25  international baccalaureate examination, or both.  If this 
  2.1   amount is not adequate, the commissioner may pay less than the 
  2.2   full examination fee. 
  2.3      $....... each year is for student scholarships.  A student 
  2.4   scholarship shall be awarded to a student scoring three or 
  2.5   better on one or more advanced placement examinations or a four 
  2.6   or better on one or more international baccalaureate 
  2.7   examinations.  The amount of each scholarship shall range from 
  2.8   $75 to $500 based on the student's score on the exams.  The 
  2.9   scholarships shall be awarded only to students who are enrolled 
  2.10  in a Minnesota public or private college or university.  The 
  2.11  total amount of each scholarship shall be paid directly to the 
  2.12  student's designated college or university and must be used by 
  2.13  the student only for tuition, required fees, and books in 
  2.14  nonsectarian courses or programs.  The higher education services 
  2.15  office, in consultation with the commissioner, shall determine 
  2.16  the payment process, the amount of the scholarships, and 
  2.17  provisions for unused scholarships.  
  2.18     In order to be eligible to receive advanced placement or 
  2.19  international baccalaureate scholarships on behalf of the 
  2.20  qualifying students, the college or university must have an 
  2.21  advanced placement, international baccalaureate, or both, credit 
  2.22  and placement policy for the scholarship recipients.  In 
  2.23  addition, each college or university must certify these policies 
  2.24  to the department each year.  The department must provide each 
  2.25  secondary school in the state with a copy of the post-secondary 
  2.26  advanced placement and international baccalaureate policies each 
  2.27  year. 
  2.28     Any balance in the first year does not cancel but is 
  2.29  available in the second year.
