  1.1                          A bill for an act 
  1.2             relating to education; providing for school technology 
  1.3             revenue; appropriating money; proposing coding for new 
  1.4             law in Minnesota Statutes, chapter 124. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [124.253] [TECHNOLOGY REVENUE.] 
  1.7      Subdivision 1.  [REVENUE.] A school district's technology 
  1.8   revenue is equal to $100 times the number of actual pupil units 
  1.9   for the school year. 
  1.10     Subd. 2.  [LEVY.] To obtain technology revenue, a school 
  1.11  district may levy an amount not to exceed the district's revenue 
  1.12  times the lesser of one or the ratio of: 
  1.13     (1) the quotient derived by dividing the adjusted net tax 
  1.14  capacity of the district for the year preceding the year the 
  1.15  levy is certified by the actual pupil units in the district for 
  1.16  the school year to which the levy is attributable, to 
  1.17     (2) $4,707.50. 
  1.18     Subd. 3.  [AID.] A school district's technology aid is 
  1.19  equal to the district's revenue minus the levy.  If a district 
  1.20  does not levy the entire amount permitted, the district's aid 
  1.21  must be reduced in proportion to the amount levied. 
  1.22     Subd. 4.  [REVENUE USE.] A district's revenue must be 
  1.23  placed in a reserved account in the general fund and may only be 
  1.24  used to: 
  1.25     (1) purchase or lease interactive telecommunications 
  2.1   equipment; 
  2.2      (2) pay capital expenditure equipment-related assessments 
  2.3   of any entity formed under a cooperative agreement between two 
  2.4   or more districts; 
  2.5      (3) purchase or lease computers and related materials, 
  2.6   copying machines, telecommunications equipment, and other 
  2.7   noninstructional equipment; 
  2.8      (4) purchase or lease assistive technology or equipment for 
  2.9   instructional programs; 
  2.10     (5) purchase or lease telecommunications equipment, 
  2.11  computers, and related equipment for integrated information 
  2.12  management systems for: 
  2.13     (i) managing and reporting learner outcome information for 
  2.14  all students under a results-oriented graduation rule; 
  2.15     (ii) managing student assessment, services, and achievement 
  2.16  information required for students with individual education 
  2.17  plans; and 
  2.18     (iii) other classroom information management needs; 
  2.19     (6) pay personnel costs directly related to the 
  2.20  acquisition, operation, and maintenance of telecommunications 
  2.21  systems, computers, related equipment, and network and 
  2.22  applications software; and 
  2.23     (7) pay for staff development directly related to 
  2.24  implementing technology in the instructional process. 
  2.25     Sec. 2.  [APPROPRIATION.] 
  2.26     $....... is appropriated from the general fund in fiscal 
  2.27  year 1999 to the commissioner of children, families, and 
  2.28  learning for the purposes of section 1.  
  2.29     Sec. 3.  [EFFECTIVE DATE.] 
  2.30     Section 1 is effective for revenue for fiscal year 1999 and 
  2.31  thereafter.
