A bill for an act
relating to energy; authorizing commissioner of commerce to prepare and plan
for receipt of federal stimulus money for investment in energy conservation and
efficiency and broadband deployment.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

TELECOMMUNICATIONS AND ENERGY AREAS.

new text begin The federal government is discussing various
federal stimulus strategies to assist states to recover from the economic distress,
including high unemployment, that exists at the beginning of 2009. The commissioner
of commerce shall immediately develop a plan for the use of federal stimulus money
in the telecommunications area, including broadband deployment, and in energy areas
traditionally within the jurisdiction of the commissioner, including, without limitation, the
generation, transmission, and distribution of electric energy, energy conservation, heating
of residences, and weatherization of residential, commercial, industrial, and institutional
buildings.

new text begin The commissioner shall
solicit input from local government, other state agencies, business, labor, and others for
suggestions on the use of stimulus money. The commissioner shall, to the extent possible,
communicate and consult with the federal government in the development of a federal
stimulus package in the telecommunications and energy areas.

new text begin In developing the state plan,
the commissioner shall attempt to maximize the broadband deployment, job development,
and energy conservation and efficiencies that can be achieved.
