  1.1                          A bill for an act 
  1.2             relating to education; appropriating money to the 
  1.3             Minnesota state colleges and universities and the 
  1.4             University of Minnesota for information technology 
  1.5             initiatives. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      Subdivision 1.  [MINNESOTA STATE COLLEGES AND 
  1.9   UNIVERSITIES.] $40,000,000 is appropriated from the general fund 
  1.10  to the board of trustees of the Minnesota state colleges and 
  1.11  universities for the 1998-1999 biennium for the following 
  1.12  purposes: 
  1.13     (1) to award competitive grants to campuses or campus 
  1.14  faculty for the acquisition, improvement, and innovative 
  1.15  application of technology.  The grants must be awarded for 
  1.16  proposals that are student centered and directly affect 
  1.17  classroom instruction.  Priority shall be placed on grant 
  1.18  projects for instructional technology for those fields of study 
  1.19  that require the latest technology to prepare students for the 
  1.20  workplace; 
  1.21     (2) to award grants to campuses to update infrastructure in 
  1.22  campus buildings to ensure that informational technology may be 
  1.23  applied and used to its full potential; and 
  1.24     (3) to establish a pilot program at one or more campuses to 
  1.25  issue portable or laptop computers to students on a cost-share 
  2.1   basis for use in connection with their education. 
  2.2      Subd. 2.  [UNIVERSITY OF MINNESOTA.] $40,000,000 is 
  2.3   appropriated from the general fund to the board of regents of 
  2.4   the University of Minnesota for the 1998-1999 biennium for the 
  2.5   following purposes: 
  2.6      (1) to award competitive grants to campuses or campus
