  1.1                          A bill for an act 
  1.2             relating to taxation; changing the date for 
  1.3             determination of a levy amount; extending the duration 
  1.4             of the joint property tax advisory committee comprised 
  1.5             of the city of St. Paul, Ramsey county, and 
  1.6             independent school district No. 625, and making 
  1.7             permanent the requirement of joint public hearings; 
  1.8             amending Minnesota Statutes 1996, section 383A.75, 
  1.9             subdivision 3; Laws 1993, chapter 375, article 7, 
  1.10            section 29. 
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Minnesota Statutes 1996, section 383A.75, 
  1.13  subdivision 3, is amended to read: 
  1.14     Subd. 3.  [DUTIES.] The committee is authorized to and 
  1.15  shall meet from time to time to make appropriate recommendations 
  1.16  for the efficient and effective use of property tax dollars 
  1.17  raised by the jurisdictions for programs, buildings, and 
  1.18  operations.  In addition, the committee shall: 
  1.19     (1) identify trends and factors likely to be driving budget 
  1.20  outcomes over the next five years with recommendations for how 
  1.21  the jurisdictions should manage those trends and factors to 
  1.22  increase efficiency and effectiveness; 
  1.23     (2) agree, by September October 1 of each year, on the 
  1.24  appropriate level of overall property tax levy for the three 
  1.25  jurisdictions and publicly report such to the governing bodies 
  1.26  of each jurisdiction for ratification or modification by 
  1.27  resolution; 
  1.28     (3) plan for the joint truth-in-taxation hearings under 
  2.1   section 275.065, subdivision 8; and 
  2.2      (4) identify, by December 31 of each year, areas of the 
  2.3   budget to be targeted in the coming year for joint review to 
  2.4   improve services or achieve efficiencies. 
  2.5      In carrying out its duties, the committee shall consult 
  2.6   with public employees of each jurisdiction and with other 
  2.7   stakeholders of the city, county, and school district, as 
  2.8   appropriate. 
  2.9      Sec. 2.  Laws 1993, chapter 375, article 7, section 29, is 
  2.10  amended to read: 
  2.11     Sec. 29.  [EFFECTIVE DATE.] 
  2.12     Sections 1, 6 to 8, 13, 15 to 25, 27, and 28 are effective 
  2.13  for taxes levied in 1993, payable in 1994 and thereafter.  
  2.14     Section 3, subdivision 5, and the provisions of sections 9 
  2.15  to 11 relating to regional library districts are effective for 
  2.16  property taxes levied in 1994, payable in 1995, and thereafter.  
  2.17  The other provisions of sections 9 to 11 are effective for 
  2.18  property taxes levied in 1993, payable in 1994 and thereafter.  
  2.19     Sections 12 and 14 are effective the day following final 
  2.20  enactment and without local approval, as provided in Minnesota 
  2.21  Statutes, section 645.023, subdivision 1, clause (a), and shall 
  2.22  expire after December 31, 1997.  
  2.23     Section 26 is effective beginning with aids payable in 
  2.24  calendar year 1993.
