  1.1                          A bill for an act 
  1.2             relating to crime prevention; creating a gross 
  1.3             misdemeanor for assaulting a member of a community 
  1.4             crime prevention group; amending Minnesota Statutes 
  1.5             2002, section 609.2231, by adding a subdivision.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 609.2231, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 7.  [COMMUNITY CRIME PREVENTION GROUP MEMBERS.] (a) A 
  1.10  person is guilty of a gross misdemeanor who: 
  1.11     (1) assaults a community crime prevention group member 
  1.12  while the member is engaged in neighborhood patrol; 
  1.13     (2) should reasonably know that the victim is a community 
  1.14  crime prevention group member engaged in neighborhood patrol; 
  1.15  and 
  1.16     (3) inflicts demonstrable bodily harm. 
  1.17     (b) As used in this subdivision, "community crime 
  1.18  prevention group" means a community group focused on community 
  1.19  safety and crime prevention that: 
  1.20     (1) is organized for the purpose of discussing community 
  1.21  safety and patrolling community neighborhoods for criminal 
  1.22  activity; 
  1.23     (2) is designated and trained by the local law enforcement 
  1.24  agency as a community crime prevention group; or 
  1.25     (3) interacts with local law enforcement regarding 
  2.1   community safety issues. 
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective August 1, 2003, and applies to 
  2.4   crimes committed on or after that date.
