A bill for an act
relating to economic development; transferring money from the budget reserve
account to the general fund; appropriating money for grants to the Duluth
Entertainment Convention Center Authority.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $4,500,000 in fiscal year 2021 is transferred from the budget reserve account in Minnesota
Statutes, section 16A.152, subdivision 1a, to the general fund. This is a onetime transfer.

Sec. 2. new text begin APPROPRIATION; DULUTH ENTERTAINMENT CONVENTION CENTER
UNEMPLOYMENT LIABILITY.

new text begin (a) $1,100,000 in fiscal year 2021 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to the Duluth
Entertainment Convention Center Authority to be used for payment to the reimbursable
account of the Duluth Entertainment Convention Center Authority for COVID-19-related
unemployment benefits paid to employees. This appropriation is onetime and is available
through June 30, 2022.

new text begin (b) Any unexpended amount from the appropriation in paragraph (a) after June 30, 2022,
shall be transferred on July 1, 2022, from the general fund to the budget reserve account
under Minnesota Statutes, section 16A.152, subdivision 1a.

new text begin (c) If the appropriation in this section is a permissible use of federal funds received by
Minnesota before June 30, 2022, an amount of those federal funds equal to the appropriation
in this section is transferred to the general fund. This is a onetime transfer.

Minnesota before June 30, 2022, the amount appropriated in this section is transferred from
the general fund to the budget reserve account in Minnesota Statutes, section 16A.152,
subdivision 1a. This is a onetime transfer.

CENTER BOND PAYMENTS.

new text begin (a) $3,400,000 in fiscal year 2021 is appropriated from the general fund to the
commissioner of management and budget for a grant to the Duluth Entertainment Convention
Center Authority to pay debt service obligations for AMSOIL Arena. This appropriation is
onetime and is available through June 30, 2022.

new text begin (b) Any unexpended amount from the appropriation in paragraph (a) after June 30, 2022,
shall be transferred on July 1, 2022, from the general fund to the budget reserve account
under Minnesota Statutes, section 16A.152, subdivision 1a.
