  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IX, section 1; changing the minimum vote total 
  1.4             for ratification of an amendment. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution, changing 
  1.8   article IX, sections 1 and 2, is proposed to the people. 
  1.9      If the amendment is adopted, article IX, section 1, will 
  1.10  read: 
  1.11     Section 1.  A majority of the members elected to each house 
  1.12  of the legislature may propose amendments to this constitution.  
  1.13  Proposed amendments shall be published with the laws passed at 
  1.14  the same session and submitted to the people for their approval 
  1.15  or rejection at a general election.  If a majority of all the 
  1.16  electors voting on the proposed amendment at the election vote 
  1.17  to ratify an amendment, it becomes a part of this constitution.  
  1.18  If two or more amendments If two or more amendments are 
  1.19  submitted at the same time, voters shall vote for or against 
  1.20  each separately. 
  1.21     Sec. 2.  [SCHEDULE AND QUESTION.] 
  1.22     The proposed amendment shall be submitted to the people at 
  1.23  the 2000 general election.  The question submitted shall be: 
  1.24     "Shall the Minnesota Constitution be amended to require 
  1.25  only a majority of those voting on a proposed constitutional 
  2.1   amendment to ratify the amendment? 
  2.2                                      Yes .......
  2.3                                      No ........"
