A bill for an act
relating to economic development; appropriating money to the east African
community economic development pilot grant program; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; EAST AFRICAN COMMUNITY ECONOMIC
DEVELOPMENT PILOT GRANT PROGRAM.

new text begin (a) $2,000,000 in fiscal year 2020 and $2,000,000 in fiscal year 2021 are appropriated
from the general fund to the commissioner of employment and economic development for
a grant to Youthprise to give grants through a competitive process to community
organizations to provide economic development services designed to enhance long-term
economic self-sufficiency in communities with concentrated east African populations. Such
communities include but are not limited to Faribault, Rochester, St. Cloud, Moorhead, and
Willmar. To the extent possible, Youthprise must make at least 50 percent of these grants
to organizations serving communities located outside the seven-county metropolitan area,
as defined in Minnesota Statutes, section 473.121, subdivision 2.

new text begin (b) By January 15 of each year, beginning in 2022, the commissioner must submit a
report to the chairs and ranking minority members of the committees of the house of
representatives and the senate with jurisdiction over economic development that details the
use of grant funds and the outcomes achieved to date.
