  1.1                          A bill for an act 
  1.2             relating to health; reinstating certain advisory 
  1.3             councils and a task force; establishing a work group; 
  1.4             amending Minnesota Statutes 1994, section 326.41. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 326.41, is 
  1.7   amended to read: 
  1.8      326.41 [ADVISORY COUNCIL.] 
  1.9      The state commissioner of health shall appoint seven nine 
  1.10  persons to the advisory council on plumbing code and 
  1.11  examinations, one two of whom shall be a practical master 
  1.12  plumber, one a practical journeyman plumber, and one a 
  1.13  representative of the commissioner plumbers, one who represents 
  1.14  the area outside of the metropolitan area and one who represents 
  1.15  the metropolitan area, and two of whom shall be journeyman 
  1.16  plumbers, one who represents the area outside of the 
  1.17  metropolitan area and one who represents the metropolitan area.  
  1.18  The council shall expire and the terms, compensation and removal 
  1.19  of members of the council shall be as provided in section 
  1.20  15.059, except that the council shall not expire before June 30, 
  1.21  1995. 
  1.22     Sec. 2.  [PLUMBING WORK GROUP.] 
  1.23     The commissioner of health shall establish a work group to 
  1.24  study and report to the commissioner by January 1, 1996, 
  1.25  recommendations for proposed statutory revisions to Minnesota 
  2.1   Statutes, chapter 326, that will ensure public health protection 
  2.2   through regulation of plumbing and water conditioning 
  2.3   installations.  The work group shall consist of representatives 
  2.4   of plumbers, water conditioners, local and state units of 
  2.5   government, and affected statewide trades and organizations. 
  2.6      Sec. 3.  [REINSTATEMENT OF ADVISORY COUNCILS.] 
  2.7      Notwithstanding Laws 1993, chapters 286, section 1, and 
  2.8   337, section 1, the maternal and child health advisory task 
  2.9   force established in Minnesota Statutes, section 145.881, and 
  2.10  the state community health advisory committee established in 
  2.11  section 145A.10, subdivision 10, are reinstated. 
  2.12     Sec. 4.  [EFFECTIVE DATE.] 
  2.13     Section 3 is effective on the day following final enactment.
