1.5subdivision 2; 214.07, subdivision 2.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Minnesota Statutes 2008, section 3.195, subdivision 1, is amended to read:
1.8    Subdivision 1. Distribution of reports. (a) A report to the legislature required of
1.9a department or agency shall be made, unless otherwise specifically required by law,
1.10by filing one copy with the secretary of the senate, one copy with the chief clerk of the
1.11house of representatives, and six two copies with the Legislative Reference Library, and
1.12by making the report available electronically to the Legislative Reference Library. The
1.13same distribution procedure shall be followed for other reports and publications unless
1.14otherwise requested by a legislator or the Legislative Reference Library.
1.15(b) A public entity as defined in section 16B.122, shall not distribute a report
1.16or publication to a member or employee of the legislature, except the secretary of the
1.17senate, the chief clerk of the house of representatives, and the Legislative Reference
1.18Library, unless the entity has determined that the member or employee wants the reports
1.19or publications published by that entity or the member or employee has requested the
1.20report or publication. This prohibition applies to both mandatory and voluntary reports
1.21and publications. A report or publication may be summarized in an executive summary
1.22and distributed as the entity chooses. Distribution of a report to legislative committee
1.23or commission members during a committee or commission hearing is not prohibited
1.24by this section.
2.1(c) A report or publication produced by a public entity may not be sent to both the
2.2home address and the office address of a representative or senator unless mailing to both
2.3addresses is requested by the representative or senator.
2.4(d) Reports, publications, periodicals, and summaries under this subdivision must
2.5be printed in a manner consistent with section 16B.122.

2.6    Sec. 2. Minnesota Statutes 2008, section 3.195, subdivision 3, is amended to read:
2.7    Subd. 3. Checklist of state documents. The Legislative Reference Library
2.8shall monthly publish and distribute to legislators on its Web site a checklist of state
2.9documents. Enough copies of the checklist for distribution to all state agencies, public,
2.10university and college libraries shall be provided by the documents section, Department
2.11of Administration.

2.12    Sec. 3. Minnesota Statutes 2008, section 3.302, subdivision 3, is amended to read:
2.13    Subd. 3. State documents. The library is a depository of all documents published
2.14by the state and shall receive them automatically without cost. As used in this chapter,
2.15"document" includes any publication issued by the state, constitutional officers,
2.16departments, commissions, councils, bureaus, research centers, societies, task forces,
2.17including advisory task forces created under section 15.014 or 15.0593, or other agencies
2.18supported by state funds, or any publication prepared for the state by private individuals
2.19or organizations and issued in print, including all forms of duplicating other than by the
2.20use of carbon paper, considered to be of interest or value to the library. Intraoffice or
2.21interoffice memos and forms and information concerning only the internal operation of an
2.22agency are not included.

2.23    Sec. 4. Minnesota Statutes 2008, section 6.72, subdivision 1, is amended to read:
2.24    Subdivision 1. Reporting requirements. (a) Annually, the state auditor shall report
2.25to the legislature on the general financial condition of the various volunteer firefighters'
2.26relief associations in the state as of December 31 of the year preceding the filing of the
2.27report.
2.28(b) Two copies of the report shall be filed with the executive director of the
2.29Legislative Commission on Pensions and Retirement and ten copies of the report shall be
2.30filed with the director of the Legislative Reference Library as provided by section 3.195.

2.31    Sec. 5. Minnesota Statutes 2008, section 11A.17, subdivision 11, is amended to read:
3.1    Subd. 11. Prospectus. Annually, by July 2, the state board shall prepare and shall
3.2issue a prospectus for the supplemental investment fund with separate exhibits for each
3.3investment account. The exhibit for each account must include its investment objectives,
3.4asset allocation, and past investment performance. Upon request, the board shall provide a
3.5list of each security in the fund and show the following items, whichever are applicable:
3.6(1) the purchase price of the security;
3.7(2) the current market value of the security;
3.8(3) the current dividend or interest rate of the security;
3.9(4) the rating of a debt security issued by a nationally recognized rating agency if it
3.10is other than a security issued or guaranteed by the United States government.
3.11The state board shall transmit sufficient copies of the prospectus to each public
3.12retirement plan or fund participating in the supplemental investment account to meet the
3.13plan or fund's distribution requirements. Ten copies of The prospectus must be filed with
3.14the director of the Legislative Reference Library as provided by section 3.195.

3.15    Sec. 6. Minnesota Statutes 2008, section 16A.27, subdivision 2, is amended to read:
3.16    Subd. 2. Daily report record. By 9:00 a.m. every business day, a depository
3.17holding a total of over $100,000 in non-interest-bearing state deposits shall report the
3.18balances as of the close of the last business day to the commissioner. The commissioner
3.19shall record the balances and send a copy of them to the Legislative Reference Library.
3.20Each day the commissioner shall maintain a record on the department's Web site of all
3.21depositories holding noninterest bearing state deposits in excess of $100,000.

3.22    Sec. 7. Minnesota Statutes 2008, section 214.07, subdivision 2, is amended to read:
3.23    Subd. 2. Administrative services report. The administrative services unit serving
3.24the boards shall prepare a report by December 15 of each even-numbered year. One
3.25copy of the administrative services report must be delivered to each of the following:
3.26the governor, the commissioner of health, and the chairs of the house of representatives
3.27and senate policy and appropriations committees with jurisdiction over health-related
3.28licensing boards. Six copies The report must be delivered to the Legislative Reference
3.29Library as provided by section 3.195. The administrative services report must contain
3.30the following information:
3.31(1) a summary of the information contained in the reports submitted by the
3.32health-related licensing boards pursuant to subdivision 1b;
3.33(2) a description of the health-related licensing boards' cooperative activities during
3.34the two-year period ending the previous June 30;
4.1(3) a description of emerging issues relating to health occupation regulation that
4.2affect more than one board or more than one occupation; and
4.3(4) a copy of each health-related licensing board report submitted to the
4.4administrative services unit pursuant to subdivision 1b.
