  1.1                          A bill for an act 
  1.2             relating to motor vehicles; providing for temporary 
  1.3             registration permits; allowing surviving spouses to 
  1.4             continue to purchase special license plates issued to 
  1.5             veterans; amending Minnesota Statutes 1998, sections 
  1.6             168.09, subdivision 7; 168.123, by adding a 
  1.7             subdivision; and 168.124, by adding a subdivision. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1998, section 168.09, 
  1.10  subdivision 7, is amended to read: 
  1.11     Subd. 7.  [DISPLAY OF TEMPORARY PERMIT; SPECIAL PLATES.] A 
  1.12  vehicle that displays or applies for a special plate issued 
  1.13  under section 168.021; 168.12, subdivision 2, 2a, 2b, 2c, or 2d, 
  1.14  or 2e; 168.123; 168.1235; 168.124; 168.125; 168.126; 168.128; or 
  1.15  168.1281; 168.129; 168.1291; 168.1292; or 168.1296 may display a 
  1.16  temporary permit in conjunction with expired registration if: 
  1.17     (1) the current registration tax and all other fees have 
  1.18  been paid in full; and 
  1.19     (2) the plate requires replacement under section 168.12, 
  1.20  subdivision 1, paragraph (3). 
  1.21     The permit is valid for a period of 60 days.  The permit 
  1.22  must be in a form prescribed by the commissioner of public 
  1.23  safety and whenever practicable must be posted upon the driver's 
  1.24  side of the rear window on the inside of the vehicle.  The 
  1.25  permit is valid only for the vehicle for which it was issued to 
  1.26  allow a reasonable time for the new license plates to be 
  2.1   manufactured and delivered to the applicant. 
  2.2      Sec. 2.  Minnesota Statutes 1998, section 168.123, is 
  2.3   amended by adding a subdivision to read: 
  2.4      Subd. 5a.  [SURVIVING SPOUSE.] Upon the death of a veteran 
  2.5   issued special license plates under subdivision 2, the registrar 
  2.6   shall continue to issue, upon renewal, the special license 
  2.7   plates to a vehicle owned by the surviving spouse of the veteran 
  2.8   on the same terms and conditions for renewal as applied to a 
  2.9   veteran under this section.  Special license plates issued to a 
  2.10  surviving spouse may be transferred to another vehicle owned by 
  2.11  the surviving spouse as provided in subdivision 4.  
  2.12     Sec. 3.  Minnesota Statutes 1998, section 168.124, is 
  2.13  amended by adding a subdivision to read: 
  2.14     Subd. 5a.  [SURVIVING SPOUSE.] Upon the death of a veteran 
  2.15  issued special license plates under subdivision 2, the registrar 
  2.16  shall continue to issue, upon renewal, the special license 
  2.17  plates to a vehicle owned by the surviving spouse of the veteran

  2.22     Sec. 4.  [EFFECTIVE DATE.] 
  2.23     Sections 1 to 3 are effective June 1, 1999.
