A bill for an act
relating to health; requiring a statewide sex trafficking victims strategic plan and
report; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) By October 1, 2018, the commissioner of health, in consultation with the
commissioners of public safety and human services, shall develop a comprehensive strategic
plan to address the needs of sex trafficking victims statewide.

(b) In developing the plan, the commissioner of health shall seek recommendations from
professionals, community members, and stakeholders from across the state, with an emphasis
on the communities most impacted by sex trafficking. At a minimum, the commissioner
must seek input from the following groups: sex trafficking survivors and their family
members, statewide crime victim services coalitions, victim services providers, nonprofit
organizations, task forces, prosecutors, public defenders, tribal governments, public safety
and corrections professionals, public health professionals, human services professionals,
and impacted community members.

(c) By January 15, 2019, the commissioner of health shall report to the chairs and ranking
minority members of the legislative committees with jurisdiction over health and human
services and criminal justice finance and policy on developing the statewide strategic plan,
including recommendations for additional legislation and funding. The report must contain
policy considerations regarding decriminalization of Minnesota Statutes, section 609.324,
subdivisions 6 and 7.

(d) As used in this section, "sex trafficking victim" has the meaning given in Minnesota
Statutes, section 609.321, subdivision 7b.

This section is effective July 1, 2017.

$75,000 in fiscal year 2018 is appropriated from the general fund to the commissioner
of health to develop the statewide strategic plan and report required under section 1.
