  1.1                          A bill for an act
  1.2             relating to highway safety; directing the commissioner 
  1.3             of public safety to establish a novice drivers license 
  1.4             advisory committee. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [NOVICE DRIVERS LICENSE ADVISORY COMMITTEE.] 
  1.7      Subdivision 1.  [ADVISORY COMMITTEE ESTABLISHED.] The 
  1.8   commissioner of public safety shall establish a novice drivers 
  1.9   license advisory committee.  The advisory committee consists of 
  1.10  the commissioner or the commissioner's designee, the 
  1.11  commissioner of transportation or that commissioner's designee, 
  1.12  and the following members appointed by the commissioner of 
  1.13  public safety, as follows: 
  1.14     (1) one member representing the Minnesota safety council; 
  1.15     (2) one member representing the Minnesota driver and 
  1.16  traffic safety education association; 
  1.17     (3) one member representing the Minnesota highway safety 
  1.18  center; 
  1.19     (4) one member representing private driving schools; 
  1.20     (5) one member representing the Minnesota traffic safety 
  1.21  education association; 
  1.22     (6) one student representing the Minnesota safety program; 
  1.23     (7) one county attorney recommended by the Minnesota county 
  1.24  attorney's association; 
  1.25     (8) the director of the department of public safety's 
  2.1   office of traffic safety; 
  2.2      (9) the director of the department of public safety's 
  2.3   division of driver and vehicle services; 
  2.4      (10) one member representing the Minnesota alcohol and 
  2.5   traffic safety association; and 
  2.6      (11) one member representing the American automobile 
  2.7   association of Minnesota. 
  2.8      Subd. 2.  [STUDY.] The advisory committee shall study and 
  2.9   evaluate the feasibility and desirability of methods to develop 
  2.10  and improve the skills of younger drivers in the safest possible 
  2.11  environment, by gradually introducing them to full driving 
  2.12  privileges at a rate commensurate with their age, skill, and 
  2.13  experience.  The advisory committee shall examine all aspects of 
  2.14  public policy that affect the safety performance of young 
  2.15  drivers, including driver licensing, driver training and 
  2.16  education, and driver examining. 
  2.17     Subd. 3.  [REPORT.] The advisory committee shall report to 
  2.18  the commissioner of public safety on its findings and 
  2.19  recommendations not later than August 1, 1998. 
  2.20     Sec. 2.  [EFFECTIVE DATE.] 
  2.21     Section 1 is effective the day following final enactment 
  2.22  and is repealed August 1, 1998.
