A bill for an act
relating to human services; directing the commissioner to provide an annual report
on treatments for sickle cell disease; amending Minnesota Statutes 2022, section
256.01, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 256.01, is amended by adding a subdivision
to read:

new text begin Treatment of sickle cell disease. new text end

new text begin (a) The commissioner of human services
shall conduct an annual review of all medications and forms of treatment for sickle cell
disease and services for medical assistance enrollees with a diagnosis of sickle cell disease
that are eligible for coverage under the medical assistance program. The purpose of the
annual review is to determine if the available covered medications, treatments, and services
are adequate to meet the needs of enrollees with a diagnosis of sickle cell disease and whether
the commissioner should seek to add additional medications, treatments, or services.

new text begin (b) When conducting the annual review required by this subdivision, the commissioner
shall solicit and consider input from the general public, with specific emphasis on attempting
to receive input from persons or groups with knowledge and experience in the area of sickle
cell disease treatment.

new text begin (c) On or before January 15, 2025, and on or before January 15 each year thereafter, the
commissioner shall submit a report to the chairs and ranking minority members of the
legislative committees with jurisdiction over medical assistance policy and finance that
details the commissioner's findings from the annual review required by this subdivision, as
well as any recommendations to the legislature based upon those findings. The commissioner
shall publish the annual report required by this subdivision to the Department of Human
Services website in a manner accessible by the general public.

does not expire.
