relating to higher education; providing funding to Metropolitan State University
for cyber range services; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $600,000 is appropriated in fiscal year 2025 from the general fund to the Board of
Trustees of the Minnesota State Colleges and Universities for transfer to Metropolitan State
University to contract with a cyber range vendor for cyber range services that will be made
available to enrolled students and to state and local government agencies for the purpose
of developing and preparing advanced cybersecurity expertise, enabling participants to
effectively counter and thwart a wide spectrum of cyberattacks. For purposes of this section,
"cyber range" means an isolated, interactive, and controlled virtual environment for training
individuals and teams in cybersecurity, testing cybersecurity technologies, and simulating
sophisticated cyberattacks and defenses. This is a onetime appropriation and is available
until June 30, 2027.
