A bill for an act
relating to economic development; appropriating money for a grant to the Power
of People Leadership Institute.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $6,500,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Power of People Leadership
Institute (POPLI). This is a onetime appropriation. Of this amount:

new text begin (1) $2,500,000 is to support the transformation of a vacant warehouse into an expanded
POPLI facility space for youth programs focused on the decrease in crime and violence
caused by disengaged youth;

new text begin (2) $1,500,000 is to support the transformation of a vacant warehouse into an expanded
POPLI facility for two adult programs focused on securing gainful employment for previously
incarcerated community members; and

new text begin (3) $2,500,000 is to support the transformation of a vacant warehouse into an expanded
POPLI facility for a small business incubator for entrepreneurs of color.
