A bill for an act
relating to capital investment; appropriating money for capital improvements
consistent with the Capitol Mall Design Framework update and for related
fundraising efforts; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $12,000,000 is appropriated from the bond proceeds
fund to the commissioner of administration to predesign, design, construct, furnish, and
equip improvements and betterments of a capital nature to the upper mall of the Minnesota
State Capitol consistent with the Capitol Mall Design Framework update required by Laws
2023, chapter 62, article 2, section 124. This appropriation includes money for Americans
with Disabilities Act (ADA) compliance, security, and landscaping improvements.
Notwithstanding Minnesota Statutes, section 16A.642, this appropriation must be fully
encumbered on or before December 31, 2026, and is not available until nonstate funds have
been secured in accordance with section 2 of this act.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $12,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

Sec. 2. new text begin CAPITOL MALL DESIGN FRAMEWORK UPDATE; MATCHING FUNDS.

new text begin (a) For the purposes of this section, the following terms have
the meanings given.

new text begin (b) "Capitol Mall Design Framework update" means the Capitol Mall Design Framework
update required by Laws 2023, chapter 62, article 2, section 124.

new text begin (c) "Nonstate funds" means money secured from private sources, including individuals
and businesses, toward the Capitol Mall Design Framework update.

new text begin Capitol Mall Design Framework; use of nonstate funds. new text end

new text begin (a) Nonstate funds
must be used to predesign, design, construct, furnish, and equip improvements and
betterments of a capital nature consistent with the Capitol Mall Design Framework update.
Nonstate funds must be applied first toward capital improvements to Cass Gilbert Memorial
Park, including bus parking, visitor accommodations, a playground, public gathering space,
landscaping, a donor memorial, and other improvements at the park consistent with the
Capitol Mall Design Framework update.

new text begin (b) The donor memorial funded as part of the improvements to Cass Gilbert Memorial
Park must display the names of all donors of nonstate funds for at least 20 years.

new text begin (c) The commissioner of administration shall coordinate the expenditure of nonstate
funds toward the Capitol Mall Design Framework update improvements. Any unspent
nonstate funds may be used by the commissioner of administration for improvements and
betterments of a capital nature in the lower mall area of the Minnesota State Capitol and
for other capital improvements consistent with the Capitol Mall Design Framework update.
