A bill for an act
relating to veterans; establishing a goal to convert rooms in veterans homes to
single occupancy; requiring reports; proposing coding for new law in Minnesota
Statutes, chapter 198.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin This section sets a goal to provide single-occupancy
accommodations for veterans home residents to support the dignity, privacy, and health of
veterans who reside in state veterans homes.

new text begin By 2030, all double occupancy rooms shall be converted to single
occupancy rooms in the domiciliary care units in state veterans homes. Converting all double
occupancy rooms to single occupancy rooms is intended to provide the same quality of life
and privacy to all veterans living in veterans homes.

new text begin The commissioner of the Department of Veterans Affairs shall explore
options to accomplish the goal under subdivision 2 and develop a plan, which includes a
timeline for rollout; funding options, including bonding proposals and possible federal
funding; and an assessment of current demand and future needs. The commissioner shall
report to the chairs and ranking minority members of the legislative committees with
jurisdiction over veterans issues by ... Until 2029, the commissioner shall provide annual
updates on progress toward the goal in subdivision 1 to the chairs and ranking minority
members of the legislative committees with jurisdiction over veterans issues.
