A bill for an act
relating to education; providing funding for service cooperatives for regional school
nurse services; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) To the Minnesota service cooperatives for regional
school nurse services:

new text begin (b) A service cooperative must apply to the commissioner of education for funding to
provide regional school nurse services to school districts. A service cooperative must employ
or contract with a licensed school nurse to provide the regional school nurse services. A
service cooperative may partner with one or more service cooperatives to efficiently provide
the regional school nurse services to districts across Minnesota.

new text begin (c) The goal of the regional school nurse positions funded under this subdivision is to
reduce disparities within school health services by supporting efficient and effective responses
to student health needs throughout the state. Duties of a regional school nurse include:

new text begin (1) providing schools with guidance and technical assistance related to supporting
students with health needs and disabilities and the role of the school nurse;
new text end

new text begin (2) planning, scheduling, and coordinating at least three community of practice meetings
annually within the assigned region and consulting on topics such as clinical services,
nursing practice issues, and emergency preparedness planning;

new text begin (3) providing mentoring and support to schools and school nurses on health promotion,
education, and health care services for students to address existing health inequities;

new text begin (4) enhancing communication across state, regional, and local entities and partnering
with other regional, county, and community initiatives to bridge the gap between health and
education services; and

new text begin (5) collaborating with the Department of Health school health consultants to develop,
coordinate, and deliver professional development related to the school nurse role and
supporting student health needs.
