A bill for an act
relating to education finance; creating the Slice for St. Paul Kids literacy incentive
pilot program through a school and community partnership; requiring a report;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) For a grant to Independent School District No.
625, St. Paul, as fiscal agent for a community-centered after-school literacy incentive pilot
program:

new text begin (b) Independent School District No. 625, St. Paul, in partnership with the Westside
Boosters, may submit a grant application to the Department of Education in the form and
manner specified by the commissioner. The grant application must describe the after-school
literacy incentive programs to be implemented by the Riverview, Maxfield, Humboldt, and
Central Schools in partnership with the Westside Boosters and the St. Paul Promise
Neighborhood. The partnership may include other schools, libraries, and community
organizations. The after-school literacy incentive programs may be integrated into other
after-school activities. The application must detail the specific strategies that will be
implemented in the pilot program, including rewards and incentives for reading that may
include:

new text begin (1) providing vouchers for pizza slices for reading books;

new text begin (2) placement and operation of book vending machines; and
new text end

new text begin (3) high school graduation rewards.

new text begin (c) By January 15, 2027, the school district, Westside Boosters, and the other school
and community partners must submit a report complying with Minnesota Statutes, section
3.195, to the legislative committees with jurisdiction over prekindergarten through grade
12 education detailing the pilot program's spending and describing the effectiveness of
after-school literacy engagement and student literacy outcomes.
