A bill for an act
relating to economic development; appropriating money for a grant to the Metro
Youth Diversion Program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; METRO YOUTH DIVERSION CENTER.

new text begin (a) $350,000 in fiscal year 2024 and $350,000 in fiscal year 2025 are appropriated from
the workforce development fund to the commissioner of employment and economic
development for a grant to the Metro Youth Diversion Center (MYDC) to support its
Youth-Care Assessment and Readiness Education (Y-CARE) program. Money appropriated
is available either year of the biennium.

new text begin (b) Grant proceeds must be used to enhance workforce development opportunities for
youth with a focus on underrepresented East African students through MYDC's Y-CARE
program. The Y-CARE program must prioritize the following workforce development
activities:

new text begin (1) providing opportunities for youth to explore various career paths and industries;
new text end

new text begin (2) pairing youth participants with mentors who can provide guidance and support in
their career development journey;
new text end

new text begin (3) offering resources and programs aimed at empowering youth and enhancing their
personal and professional skills; and
new text end

new text begin (4) equipping youth with the necessary skills and resources to enter and thrive in the
workforce.

new text begin (c) By January 1, 2026, MYDC shall provide a report to the commissioner of employment
and economic development detailing how the grant proceeds were utilized and the outcomes
achieved through the Y-CARE program.
